I, too, am getting this error when I load the customize tool. “Warning: Invalid argument supplied for foreach() in /nfs/c06/h06/mnt/87710/domains/beagle.ninja/html/wp-content/themes/dw_focus_1.0.9_theme/inc/customization.php on line 203” (same line of code as the error Mark is seeing.

Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems: http://codex.wordpress.org/FAQ_Troubleshooting#How_to_deactivate_all_plugins_when_not_able_to_access_the_administrative_menus.3F

Yep, tried those three things with no luck. However, I installed the theme on another WordPress and the issue doesn’t show up. Curiously, the site with the problem is a “clean” install – WP was installed on the server immediately before uploading the theme. The site where the theme works properly has been running for years and has a lot of random plugins and other bolted-on stuff…

Actually, it is not resolved – still doesn’t work on my testing server, and I’m not sure it’s fixed for Mark (who started this thread) either…
