Is it possible to disable the answer function for users?

I just want to allow users to submit questions but not the capability to answer the questions. The question will be answered by the admin.

Hi,
Of course ! you can disable the answer function for users. Please log in to Dashboard > Q&A > Settings > Permission tabs.
