Empty Links

Guys, good afternoon. I’m having some problems with the plugin.

1. PromoBar puts empty links between two html tags, as the following example on lines 2 and 4, how do I remove them? I use District theme.

1. The Promobar due to this links created is already open and creates a very large spacing between the Header and the Promobar only be solved when we close the bar, making the spacing is fixed between the Header and the Promobar even after open or closed?
