How can I fix email titles that have been messed up by htmlentities?

When questions and answers are emailed, the title has distorted characters (the body of the email does not, however). Here is an example:   …what should I experience that’s traditionally …   It should be “that’s”  Where in the code can I address this?   Thanks!

EDIT it looks like your site fixes the htmlentities.  The apostrophe should have been something like #safwfawe
