I have paid yet being told i need to join NO RESPONCE FROMCUSTOMER SERVICES IS THIS A SCAM

I PAID $99 FOR JA DESIGN AND WAS UNHAPPY THAT NONE OF THE TEMPLATES I TRIED UPLOADED PROPERLY, SO GAVE UP AS THERE IS NO SUPPORT!!!!
I ASKED FOR MY MONEY BACK AND DID NOT GET IT (AS OF YET, ALSO HAD NO REPLY TO MY REQUEST TO CANCEL)
I THEN THOUGHT LETS TRY DW AS IT LOOKS LIKE WHAT I NEED, AGAINPAID THE $99 AND CANNOT DOWNLOAD ANYTHING!!!!!!!!
STILL NO SUPPORT
SO FAR SPENT $198 HAVE NO PRODUCT LIVE, NO SUPPORT….PLESE CAN ANYONE TELL ME IF THIS IS A SCAM
