I need to target the "question" single view with a template file.

You create a new folder and name it : dwqa-templates.
after that , you open wp-content\plugins\dw-question-answer\inc\templates\default and copy all the php files in there to dwqa-templates folder in your theme. You can see that the single-question.php file in there, just custom it ass you like. That is the way to override default dwqa templates.
