Woocommerce-Customer Register a Coupon Code for Approval

I have a client that wants people to be able to “Register a Deal” on their website and then have one of their employees approve it. Once approved, they’d be able to create a coupon and code dynamically. Is there anything out there that would make this possible? I’m not a Woocommerce expert, so I have NO idea how this could be done. Any advice is very welcome!
