David Christian-WoodruffAs the question asks, is it possible to send a notification out to ALL WordPress users on a site when a question is added via the DW Q&A plugin? I can’t see a way to let everyone know at the moment and this would be a useful feature for the type of website we have.

Here’s a solution that may work for you as I’m interested in this also.
Since you can send these notifications to a site admin, why not just create a forwarding rule to all the users you want to have receive the notifications.
This is what I’m currently doing.

Unfortunately that’s not possible within the setup as we require it. The admin has quite a lot of other sensitive information being sent to them via the site so it wouldn’t be possible to create a forwarder in this way.

What I did was to create a specific email account for the DW Q&A plugin. I associated that email account only with the DW Q&A plugin. This way only emails for the DW Q&A plugin are forwarded.
