By default, one can always edit, delete his own questions, answers and comments. <–now can not.

Please check your permission setting in the Dashboard > Questions > Settings > Permission.
If you still face their issue, you can send me username & password of your site for further checking.

Who is he among the above classes?

You can setting for all the user role with the option that you want. However, I think you should allow the Administrator, Editor and Author can Edit, Delete, answers and comments question.
