custom user with less then contributor perms, can still delete all questions in admin

I have installed user role editor along with the plugin. i can not see the new role at the permissions tab in settings area.
I unchecked all dwqa capabilities in user role editor settings area for that role.
the base role is contributor.
yet in admin area this user can see, edit and delete all answers 🙁
I have a reasonable coding ability, so answer can be also in code. Please advise
