Hello I would like:
allow a user to post a topic
admin can reply
only that user can reply to that reply/ topic
other users can view but not reply to that topic

At the moment, the plugin does not support this issue. However, you can use the Ulltimate member plugin to create an user role then change permision for the User role that you want to submit question/answer.
