How can I enable a third person to answer question asked by someday?

Is it possible to let other answer questions that have been posted on the page? I donot wish to be the only one answering, but wish to build a community where everybody can participate, and people can answer each other’s questions. Any possibility I can do that?

At the moment, all the user and anonymous can submit answers, questions, and comments, you can configure in the Dashboard > Questions > Settings > Permission.
