how to permission anonymous to upload media?

@Mohamadreza Saleck : hi , normally , you shouldn’t let anonymous to upload media to you page when asking a question , it might contain virus, or some bad code, bad software or program.
The add media button of DW Question Answer will appear if that user have the capable : upload_files( wordpress core ), e.g : administrator.
