Why is not published immediately answer that I answer the question?

When I reply to a question asked on the site, but it is not published immediately. Even if I press “responds” in page where I write the answer.
I must log management, and there click “publish”.
Only then it is published. why?
Another problem – the anonymous user does not get the answers that come up on the site. You can not fix it?
