DWQ&W Answer or Question Selection

Is there a way to choose after selecting the link to ask a question, if that post can display as an answer or question. 
By default when you post a question it automatically displays as a posted question. I would like to be able to do a posted answer first or at least be given the choice to post a question or an answer. 
Reason being that I would like to post answers to questions first before they are even asked so that in the listing it already comes up as “Answered”. Or is there a toggle that can be made to easily change it already with a ‘1’ answered posting. 
I would like this as the majority of the content that I am posting in this is answers and not questions.
