Is there a way to manually update the ‘Framework Extensions’? Our WP installation has really tight security and I am not able to do an auto-update.

You can use the FTP to remove the old plugin/ Framework Extensions and copy/paste the new Framework Extensions/ plugin. and log into Dashboard then activate the plugin if it still disable.
