Raw URL Problem

Hi 
im using a DW Q&A on my site and my site is not in english language so when users ask question and enter the title everything work fine 
but if user enter the captcha wrong the title convert to Raw URL 
is there a way to fix this problem 
for example 
the URL and Title of the question should be something like this 
http://www.sitename.com/مشکل
but if the captcha enter wrong the url and Title look like this
%d8%b3%d9%84%d8%a7%d9%85-%d8%ae%d9%88%d8%a8%db%8c-%d8%b3%d9%84%d8%a7%d9%85%d8%aa%db%8c
im have full access to all the codes so if any codding needed its ok
