Theme is clearly responsive, but does not scale properly in Chrome on Android

On desktop, when the viewport is resized, the theme scales very nicely. However, on mobile (latest Chrome on Android), the page displays in its full format and does not scale appropriately to the screensize.

At the moment, our DW Timeline free does not support responsive, if you want to use this feature, you can purchase the DW Timeline pro: http://cmspioneer.com/designwall/wordpress/themes/dw-timeline-pro/
