why does it say "Are you cheating huh?" after someone asks a question?

At the moment, when someone tries to post many questions or answers in a time or fast submit action in the Q&A will get this notice. It’s will notice to user won’t duplicate question or answer. In this case, if you want to remove this notice, you can open the Handle.php file in the inc folder then find and remove it.
