Bulk Import Questions

Hello-
  i have two questions.

1. I am migrating from a different QA application to DW Questions. The later has 1600 questions and answers. I need to add them with proper categories to DW Questions. I can pay for this service if required.
2. I need the users should not be able to edit or delete even their own questions
