Custom programming

Thank you.  I have a law-related website and i’m planning to use the plugin where people can anonymously post questions and then lawyers who are registered could post answers.  Something similar to what you see here:  http://www.lawguru.com/answers/home/
Here is what I’m thinking will be required as far as custom work is concerned:
1.  Coding to permit anonymous posting of questions with CAPTCHA to prevent spam;
2.  Coding to have custom profiles for the registered members.  So, when an attorney answers a question and the user clicks on his name, it will be taken to his profile the looks something like the following:  http://www.lawguru.com/answers/atty_profile/view_attorney_profile/merich
3.  “Top Contributors” widget to display the attorneys who have answered the most questions.
Please let me know if this could be done.  As stated, this will be custom work and I will pay (50% in advance and 50% upon completion).
