Vote Count does not update for not-logged-in-users

I do not have a cache plugin installed on the site so that is not the problem. Somehow it looks like DW Reactions Pro is cached for not-logged-in-users. Whenever I’m logged in and vote it works like it should. But when I’m logged out it only counts my “Like” one time and I cannot dislike it or change my “Like”. I have tested all web browsers and deleted all caches, same issue. Please help!
