What is the "Email Delay" Setting?

In the DWQA Email settings, what does the “Email Delay” setting do? Why would I use this?

In the latest version of the WordPress has supported Scheduling WP Cron. This feature will conflict with the email notification of the DW Q&A plugin, the email will very slow to send and we have created the email delay feature to allow the email notification will send after 2- 3p.
