When a question is set to sticky it becomes visible to non logged in users

See title of question – we’re setting up a private message board – but as soon as anything is set to sticky it becomes visible to anyone which isn’t ideal

At the moment, you can not set the private question is visible to anyone. The private question only views by admin and author of the question.
