New Question Notifications going to everyone apart from subscibers

Hi,
I have set the questions to be authorised by the administrator, however, when a new question is asked an email is sent to everyone registered on the site that has a role above subscriber. I only want the administrator to receive these emails. Could you let me know how to do this please.
